The policy of Lenenergo in the field of procurements is based on the principles of openness and transparency. The Company aspires to achievement of the maximum economic efficiency by providing an open competition between participants of procurement procedures.
Procurement activity of Lenenergo is governed by all applicable Federal laws, Government regulations and internal documents, and implemented in accordance with the procurement Plan based on targeted investment and target programs of the Company, taking into account the Standard principles of formation of the procurement Plan for 2014 and using techniques to reduce costs on the purchase of goods (work, services) per unit of production by at least 10% a year for three years in real terms in the prices of 2010 and the planning methods of reducing investment costs by 30% compared to 2012.
The procurement Plan of Lenenergo for 2014 was approved by the Board of Directors on 31 December 2013 (Minutes #20).
The procurement Plan includes all purchases of products (goods, work and services), the cost of which exceeds RUB 500,000 (including VAT).
After approval of the procurement Plan, the Board of Directors within ten days, in accordance with the Regulations, is published on the official website (www.zakupki.gov.ru) and on the corporate website of Lenenergo (www.lenenergo.ru in the section Procurement.
The procurement Plan is implemented by the relevant procurement procedures within the terms specified therein. During implementation of the procurement Plan adjustments to it are permitted. By results of procurement activity quarterly reports are formed according to which the Director General reports to Rosseti and for the year — to the Board of Directors.
Procurement activity is carried out using the software “Automated procurement management system” allowing operatively in a remote mode to carry out coordination, receipt and entrance control of the documents sent for regulated procurement procedures by the relevant departments and branches of Lenenergo, and track their status in the process of procurement and the results for each procurement procedure.
Actually, 2,142 procurement for a total of RUB 51,710 mln (including VAT) were held in 2014 with selection of a winner.

The use of the latest Internet technologies helps to ensure openness, publicity and transparency of the Company procurement activities.
The number of purchases with the use of electronic commerce amounted to 2,027 purchases for RUB 50,741 mln (including VAT), which accounts for 99.6% of the total number of purchases, and 99.7% of total purchases (excluding purchases from a single source) in value terms.
The economic effect on the results of open competitive procurement procedures for 2014 was RUB 1,989 mln (including VAT).
Within expansion of the access of small and medium enterprises to the procurement of Lenenergo a partnership Program between Lenenergo and small and medium enterprises was developed, which establishes a set of measures aimed at development and support of reliable, qualified and responsible suppliers (contractors, performers) from among small and medium enterprises.
